Meet Our Staff

ERIN CALLAHAN OWEN, MPH
ASSOCIATE DIRECTOR

Erin Owen received her Master of Public Health in Epidemiology from San Diego State University. Erin has over 10 years of healthcare-related experience in both the private and public sectors. Her experience includes basic research, applied epidemiology, community health program development and evaluation, health promotion and clinical trials. Her efforts to measure community health status have been presented at national conferences and in publications. She has participated in research covering a diverse range of topics such as healthcare access for the uninsured, emergency department utilization, Medicaid quality improvement, healthcare workforce sustainability, web-based care coordination programs, immunizations, arthritis and osteoporosis. Throughout her career, Erin has remained active in local community health improvement coalitions and advisory boards. She currently serves on the United Way of Lane County Research and Evaluation Committee and is an active member of the 100% Access Healthcare Initiative.

CLARA WILLIAMS, MPA
ASSOCIATE DIRECTOR

Clara received her Master of Public Administration with a dual concentration in Policy Analysis and Healthcare Public Finance from New York University. She also has a Bachelor of Science in Molecular Biophysics and Biochemistry from Yale University. Clara has more than a decade of experience working in health systems research, program evaluation, policy and economic analysis, and epidemiologic modeling. Her research interests span topics from complex case management of Medicare beneficiaries and dual eligibles, disease management, HIV/AIDS epidemiology, workforce opportunities for the disabled, and tobacco cessation. She has previously worked at both the Federal and local government level, at non-profits, academic research settings, and an independent, non-partisan research think tank. Clara has authored or co-authored Reports to Congress and peer reviewed papers, and has presented her work at national and international conferences. Clara has advised local, state, and national policy-makers on using research, data, and analytics to cost-effectively improve health services and outcomes.

RYAN BURKE, MPH
SENIOR RESEARCH ASSOCIATE

Ryan received her Master of Public Health in Biostatistics and Epidemiology from Saint Louis University. While there, she worked at the Center for Tobacco Policy Research on a multi-state tobacco control program evaluation, performing data analysis, survey development, and technical report writing. Most recently, Ryan completed an applied epidemiology fellowship program sponsored by the Centers for Disease Control and Prevention and the Council of State and Territorial Epidemiologists. During this two year fellowship, she was placed at the New York City Department of Health and Mental Hygiene where she served as Project Director for an evaluation of a major department HIV/AIDS initiative. She also led an evaluation of an HIV partner notification surveillance system and served as lead analyst on several large datasets, fulfilling analysis requests and conducting multivariate analyses. Ryan has a BS in Statistics, and extensive experience in data management and analysis. Her research interests include program evaluation, tobacco control policy and HIV/AIDS. She has presented her research findings in conferences and peer-reviewed publications.

AMANDA COBB
SENIOR PROGRAM ASSOCIATE

Amanda Cobb received a Bachelor of Arts from the College of Idaho in 1998. She has over nine years of experience in the health care industry including health plan claims operations; utilization review; regulatory compliance; employee and physician education, including CME; communications; marketing and product development; quality improvement, and software application development and design. Before joining Health Policy Research Northwest in 2009, Amanda worked as a consultant for agencies and health plans in the area of durable medical equipment, and continues to consult on utilization, coding, and recommendations of appropriateness. Ms. Cobb is interested in projects that improve quality, efficiency, knowledge, and health outcomes.

CHRISTOPHER EBERT
PROGRAMMER

Christopher received his Associates degree in computer programming from Lane Community College in Eugene, Oregon and has over 24 years of expertise in his field. Christopher has developed an innovative, HIPAA compliant, web-based system that is designed to track and coordinate care for uninsured Lane County residents. The technology is currently being piloted by the 100% Access Healthcare Initiative. Prior to joining HPRN, Christopher worked for World Vision and as a private contractor.

ROBERT A. LOWE, MD
CONSULTANT, EMERGENCY PHYSICIAN & HEALTH POLICY RESEARCHER

Dr. Lowe is the founding director of the Oregon Health & Sciences University Center for Policy and Research in Emergency Medicine. He has extensive experience in analyzing emergency department data, other large administrative datasets and using the results to inform policy decisions to improve access to medical care. After receiving his medical degree from the University of California-Davis in 1977, Dr. Lowe completed his residency training in Internal Medicine at the University of Michigan, Ann Arbor, and in Emergency Medicine at the University of Cincinnati. Dr. Lowe received his Masters in Public Health in 1991 from the University of California, Berkeley, School of Medicine. He is board certified in Internal Medicine and Emergency Medicine.

JOHN SATTENSPIEL, MD
CONSULTANT, MEDICAID AND MEDICARE PROGRAMS

Dr. Sattenspiel is the Senior Medical Director for Lane Individual Practice Association (LIPA) in Eugene, Oregon. LIPA administers the Oregon Health Plan for Lane County. The relationship between HPRN and LIPA allows for HPRN to pursue projects that are relevant to the scope of services provided by local Medicaid and Medicare programs. Dr. Sattenspiel has 24 years of experience working in private practice family medicine. Since 1982, Dr. Sattenspiel has been a member of the American Academy of Family Physicians (AAFP), and in 2002 was elected to its Board of Directors. He served as Clinical Assistant Professor of Family Medicine at the Oregon Health & Science University (OHSU), and received the 2001 Master Teacher Award and the 2002 Alumni Association Meritorious Achievement Award from the Department of Family Medicine. A board certified family physician, Dr. Sattenspiel received his bachelor's and medical degrees from the University of Arizona in Tucson. He completed his family medicine residency at OHSU in Portland Oregon.
