GARY P. YOUNG, MD, FACEP
PRESIDENT

Dr. Young is in a position to observe firsthand the strengths and weaknesses of healthcare delivery systems, and is familiar with local, state, and regional healthcare and health policy issues. Dr. Young is past President of the Lane County Medical Society, a Board member at the Lane Independent Practice Association, and Co-chair of the 100% Medical Access Program. He has served with the Oregon ACEP and California ACEP im many capacities over the years, and has received numerous recognitions and honors for his work. Dr. Young has conducted health policy research and authored more than 100 biomedical publications, ranging from clinical research and reviews to policy pieces. He has served on more than 100 national, state and local healthcare committees and boards.
ANDREA ORTIZ
VICE PRESIDENT
Ms. Ortiz is the Eugene City Council President. Ms. Ortiz works as a patient access specialist at Sacred Heart Medical Center and has extensive experience in local government. She has served on numerous community boards, and is a former Eugene Police board Commissioner and Human Rights Commissioner. Ms. Ortiz is particularly interested in environmental stewardship and community safety and livability.
TERRY W. COPLIN, MBA
SECRETARY
Mr. Coplin is the Chief Executive Officer of Agate Resources and subsidiary companies and has extensive experience and expertise in healthcare delivery and policy. Agate Resources, Inc. is a holding company for medical business ventures. Mr. Coplin supervises and coordinates all company operations, and directs and coordinates all planning, administrative and financial functions. He has a long history of establishing collaborative relationships and community coalitions to effectively improve healthcare delivery. Mr. Coplin currently serves on the Oregon Heath Fund Board's Finance and Exchange Committees, and has more than 15 years of experience in financial and administrative management of medical groups as well as health plan design and development. He holds degrees in mathematics and medical technology, as well as a master's degree in business from Gonzaga University.
DAVID L. COLE, CPA
TREASURER
CFO of Agate Resources and subsidiary companies. David L. Cole, CPA, has served as the Chief Financial Officer (CFO) for Agate Resources, Inc. and the Lane Individual Practice Association (Lipa) since 1997. Mr. Cole received a Bachelor of Science degree in Accounting from the University of Oregon. In 1994 Mr. Cole received his Certified Public Account license and became a member of the Oregon Society of Certified Public Accountants. At Agate Mr. Cole has been involved with company development, monitoring and preparing financial reports, as well as negotiating the terms of health care contracts. Mr. Cole currently serves on the Board and is the Treasurer for HIV Alliance of Lane County.
COLT GILL
Superintendent, Bethel School District
As a school district administrator Colt is focused on professional learning aimed at improving leadership and instruction to positively impact student achievement and future opportunity. He has been an educator for 20 years. Colt focuses on statewide leadership and policy issues by participating as Zone Director to the Oregon Association of School Executives Executive Committee, as member of the Oregon Funding Coalition Steering Committee and as a member of the Oregon Leadership Network Steering Committee. Colt is an adjunct professor at the UO, teaching classes on Advanced Curriculum Design & Delivery, Instructional Technology Integration, and several modules for the Initial Administrative Licensure Program. Colt serves locally on the Board of United Way of Lane County, chairing the Success By 6 initiative, and the Lane Coalition for Healthy Active Youth, focusing on the well-being of our community’s youth.
SARAH HENDRICKSON, MD
Dr. Hendrickson is the Lane County Public Health Officer. Dr. Hendrickson has over 30 years of experience in clinical and preventive medicine, is trained in public health and a fellow of the American Board of Family Practice. In addition to working as a family doctor, Dr. Hendrickson has served as a consultant for correctional medical services and the drug court. She is particularly interested in addressing issues of health care access and equity as they affect populational health in the community.
STEVE ROBINSON
Senior Research Analyst, SAIF Corporation.
Mr. Robinson served on the Eugene School Board, as vice-chair of the Oregon Health Council's Access Committee and on the Cost Work Group of the Oregon Health Policy Commission. He was the founding co-chair of the Medicaid Long-Term Care Quality & Reimbursement Advisory Council, and a member of the Eugene Community Development Committee. He has presented his research on medical cost inflation and on the implications of the aging workforce nationally, and was managing editor of Oregon Shines II, the state strategic plan, while working at the Oregon Progress Board.
DIETER ZIMMER
Mr. Zimmer is the Vice President of Patient Safety and Practice Support for Northwest Physicians Mutual Insurance Company. He is also the President of the Quality Focus, Inc. an organization devoted to the advancement of clinical quality and patient safety. He is an active member in the American Society for Health Care Risk Management (ASHRIM); the American Academy of Medical Administrators (AAMA) and the Medical Group Management Association (MGMA). As an Associate Member of the Ethics Institute at Dartmouth, Mr. Zimmer has a particular interest in
healthcare ethics.
